About this Project

The Hong Kong to Guangzhou High Speed Rail Link is a 26km underground rail linking the new West Kowloon terminus to the mainland high speed rail network. The project comprised 2.6km of twin tunnels and a large cavern constructed by drill and blast between two access shafts, one 40m deep and the other 90m deep. The shafts would accommodate an emergency access to the tunnels as well as an operation building.

CDC provided contractual advice, claims management and claim preparation and negotiation support for the contractor in respect of its extension of time and additional payment entitlements throughout the construction period. CDC also provided delay analysis and independent technical advice for the project.

CDC prepared and delivered presentations to the client (MTR) regarding ground and water conditions and claims related to piled foundations and blasting permits. CDC prepared statements of claim for mediation and presented issues in a mediation hearing.
