Director

Richard brings over 15 years of international HR and business leadership experience across the Asia Pacific and Middle East regions. His previous role was as Regional HR Director for Southeast Asia, Middle East and India at Nord Anglia Education, where he oversaw HR operations for 26 schools across 13 countries with 7,500 employees. Richard has extensive expertise in strategic talent management, executive compensation, and leading complex organizational transformations. 

A member of the CDC Board of Directors and Senior Management team, Richard leads overseas office expansion, enhancement of business systems, along with staff recruitment, development and retention.

Judy is a Civil Engineer with twenty years’ experience in both building construction and civil engineering works in Hong Kong for design consultants, contractors and claims consultants.

Chris Caswell

Senior Consultant (Delay)

Chris is a planning engineer with over 30 years’ experience on major civil engineering projects in the UK and Hong Kong. Chris has experience in planning at all stages of the construction process and now focuses primarily on delay analysis and EoT claim preparation.

Vincent Chong

Vincent has 25 years’ experience on significant airport, metro and building projects in Malaysia, Dubai and Hong Kong, working for clients, consultants and contractors in all stages of the construction cycle.
