About this Project
The overall Tolo Highway widening project comprised works to an existing 5.9km long expressway. The contract between Ma Wo and Tai Hang involved widening 3.5km of highway from dual 3-lane to dual 4-lane carriageway. The project involved modification and demolition of five existing bridges and construction of eight vehicular bridges, interchanges and associated utilities.
CDC provided advice to the contractor in relation to a dispute regarding contractual interpretation for formwork finishes. CDC acted as advocates for the contractor during the mediation process and advised on appointment of experts, presentation of the claim as well as drafting the statement of clam for a mediation hearing.

CDC also prepared position papers for claims for delay, disruption and extensions of time for all main contract claims including delays due to utilities, issue of variations due to design changes and changed sequences. The claims were subsequently settled through negotiation.
